This review, developed in cooperation with UNICEF, provides Serbia with recommendations to help strengthen its evaluation and assessment system to focus on support for student learning. It will be of interest to Serbia, as well as other countries looking to make more effective use of their evaluation and assessment system to improve quality and equity, and result in better outcomes for all students.

It promotes economic growth and catching up of regions by providing access to jobs for workers and markets for firms. This report summarises evidence on the benefits of transport investment for economic growth and job creation and thereby for catching up in OECD regions.

L'espace européen souffre d'une intégration insuffisante des réseaux de transport et d'une congestion croissante, surtout dans le domaine routier. Cette publication fait le point sur ces problèmes et soulève, en particulier pour les régions périphériques et les pays d'Europe centrale et orientale, les questions de l'enclavement et de la nécessaire amélioration des réseaux. Face à ces problèmes, les réponses actuelles paraissent inadéquates. Les données statistiques et les outils d'analyse sont insuffisants, les approches nationales très diverses et les analyses et les concepts utilisés, assez rudimentaires, sont trop souvent sectoriels. Cette publication présente, pour 30 pays européens de la CEMT, une analyse homogène des infrastructures de transport intérieur, des investissements projetés et des principaux courants d'échange. Cette présentation comparative est une première réponse au manque d'information trop souvent constaté.

To inform debate on a new transportation bill being considered, the authors review the literature on the economic outcomes of highway infrastructure spending, which constitutes the largest share of federal spending on transportation infrastructure. They highlight the connections between highway spending and the economy and then analyze the literature to trace the effects of highway infrastructure on productivity, output, and employment.

Ce rapport aborde l’état des connaissances sur les effets économiques des grands projets d’infrastructures de transport. Les limites de l’analyse socio-économique coûts-bénéfices sont présentées et les approches complémentaires et alternatives pour évaluer les bénéfices d’investissements dans de grands projets, porteurs de transformations, sont examinées. Dans cette perspective, ce rapport se penche sur les instruments d’évaluation développés pour l’évaluation des projets de super-métro du Grand Paris et de Crossrail à Londres.

Surface transport plays a fundamental role in nearly all social and economic activity. Providing and maintaining the infrastructure consumes enormous resources. Thus, it is essential that this be carried out in the most efficient and effective way possible. Many options are available to provide surface transport infrastructure – public ministries and agencies, public-private partnerships (PPPs), state-owned companies, private and non-profit entities, and outright privatisation. There are also various means of paying for it, including user charging, subsidies, public borrowing or private financing. This report examines key principles that should be considered by governments in deciding how to provide and pay for surface transport infrastructure, with a view to best serving societies’ needs and employing public resources. It also considers the key issues that must be resolved in making more use of private financing and expertise.
